Republican Kovach wins in 6th District
Democrats won’t get three-fifths House majority
By RACHEL KIPP • The News Journal • December 21, 2008
House Democrats lost their chance at a three-fifths majority after Republican Tom Kovach was elected Saturday to replace former District 6 Rep. Diana McWilliams.
The three-fifths majority would have given the Democratic caucus, which before Nov. 4 had been in the minority, enough votes to pass tax bills, override vetoes, appropriate reserve funds or budget more than 98 percent of revenues without the consent of Republicans.
The election was held after McWilliams, a Fox Point Democrat, resigned to take a job in New Mexico. Only registered voters in the 6th House District — which hugs the Delaware River east of Philadelphia Pike from Wilmington to Claymont, including Bellefonte and Fox Point, then just west to take in Bellevue and an area of Brandywine Hundred bisected by Weldin Road — were allowed to vote Saturday.
Kovach received 1,540, or 51.2 percent, of votes cast Saturday. Democrat Mike Migliore received 1,467, or 48.8 percent.
Kovach has worked as an environmental attorney for the past 10 years. He also sits on the state’s Brownfield Advisory Council and has been involved in the community as an Eagle Scout and a soccer coach.
Migliore is an attorney for the House Democratic caucus.
Kovach and Migliore did not immediately return messages seeking comment.

BHS Class of ‘87 classmate Tom Kovach has announced his candidacy for the recently vacated 6th District House seat in Delaware. Check out the
map of the 6th District (to see if you or your friends are in the District).
Tom would appreciate it if you could pass the word along to your peeps.
Yes, the election is Saturday, December 20.
Here’s the skinny on Tom’s thoughts for the 6th District:
I am very interested in redevelopment, environmental protection issues and improving our public schools. Also, without excess rhetoric, I’d be the last vote preventing an “automatic” tax increase (the majority party would have +60% otherwise)—and who wants to face the possibility of higher taxes without a thorough vetting process and legitimate debate?
Tom is available to be e-mailed at this address tkovach@pgslegal.com or his campaign address Kovach4Delaware@Gmail.com or by his cell phone at 302-293-4841, if people within the District would like to reach him.
Any insight/ideas/thoughts/contacts are more than welcome. Also, if you know anyone else within in the 6th District, please pass along his information and ask them to spread the word.
Go, Tom!
